Billy Lee "William" Carter, 90, of the Boones Creek Community, and lifelong Johnson City resident, passed away peacefully, on Monday, September 18, 2017. Billy Lee was a son of the late Lee M. and Mary Anne Keys Carter. He was a 1945 graduate of Boones Creek High School, and later received his B.S. Degree in Physics and Mathematics from East Tennessee State University. Following his college graduation, Billy Lee worked with his family in the farming business, and with his brother Clyde as partner and owner of Carter and Carter Machinery, which they established in 1973. He was a Ruritan charter member, Past-President, and formerly served as Director. Billy Lee maintained his delightful sense of humor, quick wit, and storytelling abilities throughout his illness, and will be missed profoundly by his family and friends. Most important in his life were his family, his church, his friends, and the Holston United Methodist Home for Children, where he served as an ambassador for children, host for donations, and a member of the Board of Directors. He was a son, a brother, an uncle, an inventor, a teacher, a soloist, a farmer, a welder, a machinist, a supporter, an encourager, and a follower of Jesus. Billy Lee was a member of Marvin's Chapel United Methodist Church, the Friendship Sunday School class, and a choir member. In addition to his parents, he was preceded in death by three sisters, Mary Emma Carter Johnson, Carolyn Carter Baird, and Sara Jane Carter Knight. Billy Lee is survived by his brother, Clyde W. Carter; two sisters, Dorothy Carter Rose and Patsy Carter Baird; several nieces, nephews, great-nieces, and great-nephews. The family praises his special caregivers, who provided assistance during the last months of his life, Bonnie Richardson, Kay Medlin, Sylvia Barham, and Sheri Wiggins. A Celebration of Billy Lee's Life will be held Friday, September 22, 2017, at 7:00 P.M., in Marvin's Chapel United Methodist Church, 1882 Old Boones Creek Rd., Johnson City, TN 37615, with Reverend Joel Cook, officiating. The family will receive friends prior to the service from 5:00-7:00 P.M. in the Sanctuary of the church. The graveside committal service will be held Saturday at 10:30 A.M. in Monte Vista Memorial Park. Nephews and friends will serve as pallbearers. Those planning to attend are requested to meet at the funeral home by 10:00 A.M. Saturday to proceed to the cemetery.
